Re: the glowing item frames: dynamic lighting isn't just impossible "because things move". It's because the lighting engine only supports light-emitting blocks, not light-emitting entities. Item frames are entities, not blocks, so they can't emit light without a massive lighting engine overhaul/rewrite. (That said, they *could* have made glowing signs emit light, since those are blocks; but I suspect they didn't for consistency with the glow squid and glowing item frame behavior.)
