How to Reset PowerShell and Command Prompt in Windows

Would this reset any commands put into powershell?

Powershell keeps popping up on my wife's laptop every time it starts up. This annoying blue screen with a blinking line. Like it's waiting for me to type something there. We don't care about powershell, never use it, and just want to uninstall it. How can we be rid of this useless app/ program?

everytime i type cmd in file explorer it opens up a .txt any way this will help fix it ? thanks in advance !
