This is Bedford Public Spaces Protection Order 2022, made under powers (foolishly) granted by Section 59 the Anti-Social Behaviour, Crime and Policing Act 2014. it criminalises (yes, criminalises) cycling in a designated area of Bedford between 9am and 6pm and asserts that "An authorised officer may issue a fixed penalty notice to anyone he or she believes has committed an offence". Note the lack of "reasonably" believes, or of any powers to detain, or to sanction for refusal to stop or to provide details. Ignore the Pirates and sail on.
