This video is a few years old so here's a much better method with 0 human interaction:
-go to your parental settings
-select the option that you forgot the pin
-select the option that you forgot the security question
-you should be seeing the inquiry number now
-it will ask for your system information in this order
-device type
-time & date (those do still need to be accurate so change them if needed)
-additional information (not relevant to 3DS so leave it empty)
-inquiry number
-type in the inquiry number and select the "GO" button

-your masterkey should be displayed just above where it says "device type"

This video was very helpful and it just saved me from having to take this device back to the store. I called the number and explained how I purchased my 3ds xl used and the store didn't reset it prior to me purchasing it and all they needed was that 10 digit number and they gave me the master pin code to reset it. The entire phone call lasted maybe 5 minutes. The great part is, the previous owner had games on it and by calling this number, I didn't need to factory reset my device and was able to keep all the pre-installed games. I know this video is old but to this day it was still very helpful so thanks whomever you are.

Will do this later, but thank you for the info. My seller didn't reset his 3ds and he gave me an incorrect pin and stopped talking to me when i tried to get him to give me the name of his first pet as his security question.
