I’d say he’s more representative of a Band 8 not 9. There are some phonemes which are mispronounced (e.g. coughing which sounded more like cuffing). The few minor grammatical errors there were not characteristic of native speaker slips. The examiner didn’t use the more demanding question prompts in Part 3 either.
