If it was an actual exam she would definitely get a lower score, yes she can speak English but she does not listen and understand the questions fully. Her ideas are not clear nor her grammar.

I think the IELTS test also focuses on how your speech is, because when speaking to someone, you have to listen first and then start speaking. She was a little hasty in responding, but she is definitely self-confident.

I've seen tons of people who think that they are fluent or advanced just because they talk fast, and in my opinion it's ridiculous. if it depended on that, we would see every native speaker speaking fast, and it isn't always like that. being a easy-going person doesn't mean you are not fluent or advanced, and speaking like a crazy person doesn't mean you are advanced either.

Talent means that someone has a specific ability since their birth .for instance someone is good at math since their childhood without improving or strengthening that talent.but skill means you learn something. you achieve an ability by passing time

She deserves 6 or 6.5. The examiner is really nice already.. but if I were her, I would give lower due to understanding of questions, fillers, intonation, vocabulary and so on.
