The reporter answered his own question. Banning weapons from every single citizen is 1. Impossible, 2. Unconstitutional. Banning the ability of people with a history of mental illness is the most reasonable way forward in addressing this issue. Same answer for why is there so much homelessness in the most prosperous country in the world? Because we do not address our problem of having the mentally ill freely roaming throughout society.
