I wouldn't go to a salon where they played sermons over the PA system.

Keep in mind, I also wouldn't go to one where they had TVs tuned to FOX, or CNN, or MSNBC.

I want a nice, quiet place, free of any political or religious material.

Outreach? Sure. But in a business premises where people have gone to for a particular service rather than to be "saved" is not as it should be. If the bldg owner was okay with the shop being used for outreach then do it after business hours.

If you are going to have a storefront church (and I have been to a few), either permanently rent the storefront and change its zoning or sublease it when the store is closed and do set up/tear down every week. It is that simple.

I don't get why anyone would think this was a good idea. Is the pastor so desparate for space? Is there no actual church building or location? And what kind of business owner would say, "yep, let the pastor run whatever out of my for-profit business location". Most bizarre thing ever.
