Sad, but true, also there are cities on this report I never expected to see. As well there are some
cities that have had these issues for some time., some government agencies have been trying
to deal with these issues, some cities only spend funds in upper area, but not in poor areas.😊

All of this started during the Lyndon Johnson Administration. His war on poverty and his social welfare reform. And then Vietnam and the changing of the Immigration Policy.
