Judges who are inherently GENDER BIAS should have very little discretion. And, the presumption should be that the judge is gender bias in favor of women (not interested in the children) and men need a neutral way (outside of the court's purview) to override the judge's decision to act in a gender bias way toward his clients (women). By the sound of those poor stats, limiting a judge's ability to be gender bias is critical as well as getting an appeal outside of the courts.
