As an ANPR installer... ANPR cameras can be used anywhere with the permission of the land/property owner. However, the operator must have clear guidelines on data retention and access. This can be requested due to GDPR.

(1)Any person who with intent to deceive impersonates a member of a police force or special constable, or makes any statement or does any act calculated falsely to suggest that he is such a member or constable, shall be guilty of an offence and liable on summary conviction to imprisonment for a term not exceeding six months or to a fine not exceeding level 5 on the standard scale, or to both.

From a retail security professional that has been attacked countless times by shoplifters, whether it's knives, needles, guns, biting, spitting you name it... Just because they think they have the right to steal to fund a drug habit, and then drive off in their motors without an MOT / Insurance... Thanks for making our job that little bit harder. With a shoplifter that routinely uses a vehicle as part of their MO, ANPR in car parks could help identify them on entry to the site and therefore assist a security guard in intervening before the offender has anything to lose, therefore minimising violence. It also helps capture an offenders VRN without the risk of human error and could easily assist in compiling incidents. But you, instead of raising your GDPR/ personal privacy concerns and asking how a middle ground can be met, decide to essentially assist the offenders. Outstanding citizen.
