Because Tai Lung was a damn monster. Man could outfight most of the cast easily, and thats after 20 years of no exercise, or stretching. If allowed to get back into full potential fighting power.. only someone like Oogway could potentially stop him

I like to think that Kai has to manually control the jombies to an extent, and that's why we see him getting knocked around when the jombies get hit. So the more of them he uses, the more his attention is split and the less effective each jombie is. That's my headcanon for why the pandas won so easily after like a day of training, anyways.

I would have loved to see tai lung again but maybe the writers also wanted to focus on this movies villain instead of bringing a former one back. Even if they would have shown Tai lung he either would have gotten very little screentime or the movie would have been unnecessarily stretched
