This is just simple algebra. Nothing very complex and it will always work. See below:
Let the age's 1st digit be x and 2nd digit be y for any number below 100
So, your age is now equal to 10x + y = 2(5x + 4) + y - 8
The Right Hand Side (RHS) are the steps that the video asks us to

I can prove you. Let the number in tens place be x and one place be y. Then According to your procedure, [(x*5+4)*2]+y-8.
Here 4 is getting doubled in 2nd step. So at last as we added 8 we subtract by 8. And ultimately age becomes 10x+y. Isn't it!
