Raft is not outskirts. It's this season's Tilted Towers for hot drops. And even the hip fire rate of the sovereign is slower than the gatekeeper.

Nah but Doom’s courtyard is a GOATED drop point. Two avengers/doom chests plus it’s between two medallion locations. I land there nearly every time this season.
