No, I basically cheat in this. But when I see speedruns of this everyone seems to go from the first click rather than from wiping save. So in theory, you could wipe the save then not click until 5 minutes later and start timing there. But instead of waiting 5 minutes each attempt I just set the cookie timer to what I wanted it to be. You can make your own mind up whether you think that is fair or not, but this is what is possible starting from first click (which is what I see people doing)

Does this involve changing the framerate? The minimum time for a golden cookie to spawn from new file should be 150 seconds otherwise.

it's impossible to get a golden cookie before 5 minutes. how is this run made?

you still need need to upgrade to 4 cookies per click in order to get to 1 million in a clicking frenzy. I'm not sure what the restriction is, but there is a limit to how many clicks can register per second (could be my computer limiting it, the browser limiting it, maybe a javascript restriction?). It would essentially be the same thing as this run
