20:15 'Creating wetland and refusing to dredge rivers'. The flooding in York a few years ago was caused by villages north of York that allowed their wetlands to be ripped up. They then had drainage channels cut into the hillsides that emptied into the river. During a season with normal rainfall, all those villages flooded, the river swelled and flooded York. The wetlands operated like a sponge soaking up rain so it did not run off into the river.
