My top choices:

1. Jun Kazama (The woman of purity. Jun has unfortunately become the third wheel of Tekken. She has been left in the dust and never returned. But then again she hasn't had a role this important. Jun must return. She can purify the Devil Gene and plus has great story potential! What happened to her? Hopefully we will find out in Tekken 7. )

2. Julia Chang (Has always been in a Tekken game since Tekken 3. And has a unique fighting style. She also has a connection with G Corporation which can be important in the story.)

3. Lei Wulong (He's a cop not willing to take a break! Lei's fighting style is so unique he should be included! Maybe he can finally find out what happened to his partner.)

4. Wang Jinrei (This old hasn't kicked the bucket yet! He still has more fights left in him. His unique fighting style and connections to the Mishimas would make for a splendid addition in the dramatic story of Tekken 7.)

5. Raven (While mostly working behind the scenes, Raven could make an encore in Tekken 7. His ninja skills and doppelgangers make for a unique fighting style and plus his connections with Lars are an added bonus!)

6. Mokujin (While not unique in fighting style, Mokujin makes up for it in story. He is said to awaken in the presence of great evil and could be instrumental in the story of Tekken 7. Albeit with some gameplay changes.)

7. Zafina (Zafina has such a unique fighting style why not use it twice? Her story can also tie in the Mishima's as she could foresee an even greater evil than Azazel.)

8. Miguel (Last time we saw Miguel he was trying to take revenge on Jin for the death of his beloved sister. Why not have Miguel finish the job? He has a unique fighting style based on bull fighting and his story is good.)

Here's my 10 list and why I believe they will make it (they won't be revealed in this order necessarily):

1st: Lei Wulong. He's still after several people to arrest, like Feng, Kazuya and Jin. Besides, he's highly requested.
2nd: Jun Kazama. Since is the end of Mishima Saga, there is some things that need to be explained, like her exact relationship with Kazuya and what she has been doing all this time (Harada confirmed that she is not dead, but missing. He also said that the head Ogre is holding is not hers). Highly requested.
3rd: Robert "Bob" Richards: He has an unique fighting style and it's quite popular and very used.
4th: Julia Chang. There's always a Chang in Tekken main series and Julia has an unique fighting style. Besides, in all the games, she is indirectly involved with the Mishimas.
5th: Raven. He is always investigating the Mishimas and he found Jin in Tekken 6. What happen afterwards needs to be explained.
6th: Miguel Caballero Rojo: He still has unfinished business with Jin.
7th: Kuma/Panda: The bears always follow their masters (Heihachi and Xiaoyu) and aid them in their quests.
8th: Eddy Gordo/Christie Monteiro: Eddy still has unfinished business with Kazuya. Its more likely that only Eddy will appear, but Christie can also appear as a palette swap, since she has to reconcile with Eddy
9th: Eliza: There's a lot of things that need to be explained about her. She was the most voted for Tekken Revolution, so its fair to include her
10th: Kunimitsu. Harada said that they will tie up all the storylines of the characters that were being developed over this 20 years. Since we need to know what happens to her after Tekken 2 (Harada said she's not dead), its a good chance.

I want also to add some characters that probably won't make it for not being so requested as the characters above(and there's no room for them), but they have some importance and still has some chances.

-Angel. The same case of Kunimitsu. After all, it's the end of the Mishima Saga and since she's directly involved with Kazuya (despite not being the good counterpart of him), we need to know more about her self and what happened to her.
-Armor King. He needs to settle things with Marduk regarding his brother (See his Tekken 6 ending).
-Craig Marduk. Needs to settle things with AK.
-Zafina. She has a unique fighting style and can fit very well to the history. Her TTT2 might not be canonical, but points to Kazumi appearance.
-Bruce Irvin. He's Kazuya second man in command and since the war between Mishima Zaibatsu and G Corp will continue, Kazuya will need him. Josie similar fighting style may point some connection between them.
-Mokujin. He always appears when dark forces awake, and in this case, its Kazumi.

If there's 15 I'm thinking and hoping story-wise

1) Lee - to bring down the Mishimas
2) Anna - closure for her and Nina, find out how their father died
3) Eddy - closure for Kazuya killing his father and to avenge his master's death
4) Lei - staple character since T2 who's got to be investigating something
5) Julia/Jaycee - to wrap up her arc and possibly introduce Jaycee into the canon
6) Kuma II - long time rival to Paul, faithful pet to Heihachi and loves Panda
7) Panda - for Xiaoyu and Kuma II
8) Armour King II - settle his score with King II and Marduk
9) Marduk - settle the score with Armour King, could have some actual connection to Gigas
10) Ganryu - Harada loves him and it can wrap up his love for Julia storyline
11) Miguel - to avenge his sister's death
12) Kunimitsu - to finally find out what happened to her
13) Unknown/Jun - finally find out what happened to Jun and introduce Unknown in to the canon
14) Devil Kazumi
15) Whatever vengeful spirit possessed Jinpachi

Julia Chang ( there has been at least one Chang in every Tekken = core character, unique fightingstyle, nicely requested )

Jun Kazama ( hugely requested, should/could be part of the storyline )
Eddy Gordo ( ever since tekken 3 there has been at least one Capo, unique fightingstyle ( even If Lucky owns a lot moves)+ nicely requested)
Raven ( appeared in the story campaign of Tekken 6 = mysterious& maybe relevance for story?, unique fightingstyle )
Miguel ( couldn't get revenge from jin, I haven't seen any character that could replace him so far )
Bob ( fat n fast = unique combination, unique fightinstyle and a lot people use him )
Zafina ( very unique fightsyle, mentioned in TT2 that chaos is not over so she'll keep fighting ( even if it's non-canon)
Kuma ( at least one Bear in every Tekken, unique fightingstyle, part of the Mishima family ( kinda )
Mokujin ( trademark of Tekken, the character too use If you can use every character=he is the master character )

I would welcome characters like Kunimitsu, Michelle, Angel etc. but they have very less chances I think
Oh and I agree of course with the obvious characters Lee Chaolan and Anna Williams ^^

I'm very eager to find out who the new characters are. I've been looking all over for Devil Jin's new win pose! I saw a glimpse of it watching the Fated Retribution gameplay. Thank you YellowMotion!!

My top 10 that could fill the remaining roster:
1. Julia Chang (Unique fighting style, definitely the best pick among her, her alterego Jaycee, and Michelle)
2. Lei Wulong (His fighting style and gameplay is irreplaceable, he's easy to fit into the storyline)
3. Jun Kazama (For whatever it matters, she's a fan favourite and indispensable for the story as final saga)
4. Kuma (as I've heard there's gotta be at least one animal character, and he is definitely the first in line, may be this the his deal with Paul will be settled once and for all)
5. Kunitmitsu (Since Yoshimitsu gets to be in all Tekken installments, why not her? Her moveset has become very unique and cool since TTT2 and Tekken Rev, her story can be linked with Yoshi and Julia very well)
6. Jinpachi Mishima (now since its a final saga, all Mishimas have to be there - either as some reincarnate or some spirit thingy like Unknown)
7. Eliza (her story died with Tekken Rev which could have added so much into the Tekken universe, and her moveset can be made so much more interesting in T7 dynamics)
8. Bob (I don't know why but he needs to be there to see the Mishima saga end)
9. Raven (Now if Dragunov can make it in the first cut, why not his main rival, that cool Ninja guy from Canada, we need him)
10. I'm lost between Angel (need to be here to end the saga for good), Armor King (his deal with Marduk and his new friend King is not done yet), and Zafina (that super unique fighting style, interesting personality and story, she needs to be there to watch the Mishima world reach its verdict)

It seems i am not the only one who thought of it, i believe i have also commented to you before that i think FR will also get 2 new characters like they did in DR and BR with Dragunov and Lili, Lars and Alisa respectively.

Hmm. 43 characters sounds good with me. 14 character slots are open. Lee Chaolan and Anna Williams have been confirmed. So there's 12 slots left available. Julia Chang, Bruce Irvin, Raven, Miguel Caballero, Kuma, Christie Monteiro, Eddy Gordo, Panda, Jun Kazama, Zafina, Wang Jinrei, and Lei Wulong. Those are my final 12 characters that should make the final cut for Tekken 7. Tekken 7 Fated Retribution will add a few more characters like Angel, Unknown, and Ganryu. So 46 total characters in Fated Retribution.

I'm glad I'm subscribed and Im definitely in tuned with the conversation... but honestly I love Tekken and every character on there I understand it may not be like ttt2 but if they could for the last game of the Tekken series... I feel they should add everyone to this game and make it as locked characters and you'll have to fight your way to unlock them and of course dlcs as well that's just me I will comment on the part 2 as well💯

I don't even play tekken, def picking up this one, but tekken is probably one of the best fighting games out there right now. Not being rushed, unlike some other fighting game. I know nothing is set in stone yet. But I'll def pay $60 for a game that has 40+ characters, a finished game. Seriously can't wait to get my hands on this game. Much respect to Harada for not rushing this game. Subbed!

1. Armor King (because he's King's main business)
2. A capo (most likely to be Eddy because of his relationship with the Zaibatsu and being the main capo)
3. Mokujin (because of the evil power)
4. Julia (no idea since the only thing I know about her story is her forest whateverness, but likely to enter)
5. Bruce (Kazuya's right hand man and I'm tired of Bruce fan hate)
6. Lei (this guy can't tolerate crime, even out of Hong Kong)
7. Miguel (he ain't fed up with Jin yet)
8. Slim Bob ("I was once a superhero pig because it made me strong; now I'm spiderman)
9. Jun (let's give Jin a happy ending because he's been depressed for the past 7 years)
10. Wang (cuz he's a Wangker xD)

I also think that two new characters Anna Williams and Lee Chaolan are going to be added for the final version. I hope that if Eliza is added she is added as one of the 'new' characters and doesn't take up one of the other remaining character slots.

I am almost certain the following 7 characters will be returning taking into account the five factors:

1. Lei Wulong - Series veteran (been in every core game since Tekken 2), popular, important to the story, unique fighting style.
2. Eddy Gordo - Unique fighting style, somewhat popular, stronger design and story than Christie. Capos have been in every core game since Tekken 3.
3. Kuma/Panda - A bear has been in every game since Tekken 1. Unique fighting style, lots of links to other characters including the Mishimas. The strongest/most popular out of the animal characters. Great comedic relief and I'm sure Harada is also a big fan of Kuma.
4. Mokujin - Lots of nods to him already on the side select screen and health bars. Great comedic relief and great fun to play. Adds variety to the game and a different way of playing.
5. Jun Kazama/Unknown - She has been missing for far too long. If this really is the last of the Mishima's at the forefront she has to be in the game. She is integral to the story and extremely popular. Her fighting style got a massive update in TTT2 and she is now an original character sharing very few moves with Asuka. Also I know that the Tag games do not follow the Tekken storyline but I strongly believe if Jun returns, her Unknown 'form' will be elaborated on or explained further.
6. Kunimitsu - Similar to Jun, she has been missing for ages and got a huge update in TTT2 making her an original character sharing few similarites with Yoshimitsu. Well received by the community. She even made it into Tekken Revolution when series verterans like Anna Williams didn't.
7. Julia Chang - A Chang has been in every core Tekken game. Namco don't have a great track record with older female characters so as much as I would LOVE for Michelle to return, I can't see it happening. Namco have all but forgotten about Michelle since Tekken 2, only making an appearance in the non-canon Tag games. A shame as I believe Michelle to be a far more interesting and well rounded character to the sometimes 'plain and dull' Julia. Just my opinion!

After this it get's a little more tricky as I have no idea which will be chosen from the last remaining possible returns. It could be any 3 of the following 6 characters:

8? Wang Jinrei - I know he isn't instantly popular or recognisable but he has a truly unique and realistic fighting style. He has strong connections to the storyline and many important characters including the Mishima's and Ling Xiaoyu. He has been in all core Tekken's apart from 3 and 4. He brings great diversity to the cast. He can be both a serious character and used for great comedic relief. I personally think it will be a damn shame if Wang doesn't return and contrary to popular belief he has not been confirmed dead!!! Not all Tekken endings are cannon.
9? Ganryu - Once again, many factors apply to him as they do with Wang. He like Wang, has only been missing from two core Tekken games, he has a truly unique and realistic fighting style. He is probably the best incarnation of a Sumo Wrestler in any fighting game or possibly any game. He is great comedic relief and brings great diversity to the cast. He is also another favourite of Harada's.
10? Miguel Caballero Rojo - He has a unique fighting style and appears to be more popular than others remaining to be ?confirmed. It would feel strange leaving him out as he was only introduced in Tekken 6. He also made it into Tekken Revolution.
8? Zafina - Has yet another truly unique fighting style, has more of a ground/crouch game in the same way to Eddy. Seems to have recently gained a bit of a cult following. Once again it would be a strange decision to leave her out as she has only been in 'one' Tekken game.
9? Raven - Seems to be surprisingly popular and recognisable. Has a unique fighting style. Has connections to a few characters.
10? Bob - Not hugely popular with the core Tekken community but insanely popular with scrubs and trolls. He may just make the cut.

Just for fun, my ideal 12 including Anna and Lee would be as follows:
