Short answer is NO it does not bottleneck. As a matter of fact you will get damn near the same performance for less money and in some cases it does better than intel. These videos like to toss benchmark numbers at you and make a big deal out of the very small gap in FPS which BTW you will NOT notice while playing these games unless you are running an FPS counter. Most of these videos are geared towards the rich anyway. Not too many folks out there can afford to run a 2080 or 2080Ti . I run a 1700x and a 1070ti and I can run anything I want smooth as butter. In conclusion, about 13% of the people watching this video are mad scientist overclockers with too much money, and the rest of us are here to eye hump things we cannot afford and watch Jay be a goofball.

Ok, so it performs about the same, Intel is a little better on some games, AMD is a little better on other games, and sometimes they are the same. It mostly depends on what CPU the game was developed on/for.
So if you still think AMD is comparable to a Pentium 4, think again.
I'm not sure where he got the conclusion that a 2700X won't handle it from, because it's BS.

I went Intel with an i5 2500k and kept waiting for Intel to make it worth my money to upgrade. 8700k is that, but by that time Intel had pissed me off so much giving us as little as possible each generation that I have gone AMD, even though i know it will cost frames at times. I want all those cores AMD offers for a nice price, so I can use them up on my digital audio workstation. I am feeling the same about Nvidia. I will go with AMD if they get near enough between 10 series and RTX for performance. Intel and Nvidia have lost me. There comes a time to vote with your wallet, even if it costs in one way or another, i.e., a little performance but not so much you can't live with it. Microsoft is the next one I would love to ditch for Linux, but that is harder to do and my attempts so far have not gone well.Then dump Facebook, Google, all these other shitbag companies that just take the piss because they pretty much have monopolies. If the underdog is having a decent go at competing, I want to support them.

The only thing that matters in measuring bottlenecking is the GPU utilization... not the game's FPS. If one CPU has a lower fps than the other, but the GPU utilization is still around +95%, the CPU isn't holding back the GPU. Some other aspect of the game's code is lowering the fps.

In summary, 2700X is good enough to get 120+ fps in every title at 1080p (except Farcry 5 which is poorly CPU optimized), and 60+ fps in every title at 4k. So if you're a gamer and you want high framerates/4k 60 fps experience, 2700X is just fine. If you're a content creator, 2700X is superior. I say if you're in the market for a new PC, get a 2700X. It's more than good enough for games (1080p 120 fps/4k 60fps) and it has 2 more cores/4 more threads for anything else you want to do, whether that's render video or stream Twitch.

I seriously don't know why nobody has really benched the 2000 series on Zen. Especially since AMD's RyZen processors are more relevant than they ever have been thanks to Intel's inability to meet demand.

TL;DR, not really. Differences in performance are still going to be down to intels single core performance advantage over AMD.

I think that advantage is going to shrink with 7nm ryzen though.
