Yeah usually if there are no hands on the yoke, or in the Airbus; just the flight stick, then the control surfaces will go down. Like the ailerons, or the elevator controls. Sometimes you will see the rudder locked to one side or the other as well, but I forget the reasoning for that.

The ailerons are actually down because there is no hydraulic pressure in the system. As soon as the go up the. You know the system is online and pressurized.
