I haven't seen the dub, but I can tell that it fell short here. Saying "Sorry" beforehand just takes away some of the weight behind the line. They could have taken the extra time to edit the lip syncing for him to just say "I refuse".

to me personally "faga kotowaru" has more impact because of its cadence and the tone the actor has, the dub sounds wimpy

It's sad to see the jojo dubs get worse and worse with each part.
Hopefully whenever part 5s dub comes out it'll be better
