Companies like intel and cisco pay out dividends though, which buffers the price - so it's not exactly a fair thing to say they never reached their previous high, as the value people would receive from having, say 100 shares and getting a quarterly dividend for 20 years isn't recorded in the chart price.

Good to consider is that some companies also pay dividends, sometimes quite a high yield, which you ignore if you purely look at the stock price
