I‘d like to think that every level 5 is a back up to the other lol. Kankine with his supposedly Dark Matter vs Accelerator who wields basically all known matter, Mugino who manipulates electrons just like Misaka, though just in a different and limited way, Sogiita with his willpower to overcome Misaki.. or Misaki being a back up to control all the 5 espers if being used with Exterior.

after reading NT22R, I realize that Misaki doesn’t even need the damn exterior to reach her full potential. The only 2 things that have held Misaki back from becoming a death godess so far, are her desires to preserve life ( as we see in her picking up the remote system to begin with), and her lack of desire for power ( like when she gives up exterior, cause even that much power isn’t worth the risk and effort to her.)
