Okay, allow me to try and translate this into English:
He is talking about car accidents due to distracted drivers. After establishing this premises, he implies that every such accident is caused by distracting teens, hopped up on video games acting like stoned hooligans. However, while he blames teens for said accidents he also claims that blaming said teens is wrong and is tired of consoling the parents of the teens injured in the accidents. He proceeds to express his desire to stop consoling the parents by continuing to console the parents and to stop blaming the teens by continuing to blame the teens in order to prevent further accidents.
