For me, this song is a shout out to the police, beaurocracy, and all politicians. All it ever takes is a decision, and laws become meaningless. Any life can end violently, the quesation is whether or not one has provoked such action from others. a question FAR too few people ask themselves. How long before we're all of the same mind, and come to the realization, that; violence (like fire) has a cleansing quality, and is the ONLY cure for corruption (we've tried diplomacy, and we see how well that's worked).
