most of the people that sleep outside refuse to intake into the homeless shelters in the area they rather stay outside so they can drink and drug through the night even during this news airing i see beer cans on the ground they need to pass>>>> a If you lay downtown you go to mental health and your social security check is redirected to a social service agency(Lutheran service) to find a inhome living facility to establish a place to live for the individual. knowing their money could be effected I bet no-one would lay downtown and this would be a big help to the mentally ill that truly need help and lack a guiding hand to help. drug abuse is a mental disorder.... to see a whole able body man not even try is a disgrace to the city its too many jobs here AND this not California
