I have a theory:

If billy know about the cult that means he faced one of them before thats why he thought he player was one of them he is paranoid

Alot of people miss it but you can also see him peaking next to a tree when you go to the north campsite to put the fire out. When you hear the whistling you can see him down that blocked off trail.

Silas can be seen one more time, when the Cultists are doing their ritual. Of course, it's not easy to see him without using game bugs, but it's an interesting detail

Nice! I recently went on camping all alone and while I was walking, silas was always on my mind, thinking he was hunting me or hide anywhere on the bushes.

You can also see him when you are pissing off the tower and when you go check the camp at night, if you walk close to the fence at the camp you can see him in the robe for a brief moment

I don't know if the last one concludes with this but when I was watching EddieVr play this after he turns on the generator and looks around not fully knowing if he actually did something you can see Silas run through the woods very quickly with a flashlight
