I don't know what they are talking about. I am Canadian and live about an hour from the NY border. I went and spent 2 days in Niagara Falls NY this month and went to a grocery store to grab snacks and compare prices. I used to go to the U.S. quite frequently 10+ years ago and many food items used to be quite cheap in comparison but not anymore, in fact I wanted to tell the Americans to come shop in Canada. Your prices are more and in USD which is worth more. Your dollar will definitely go further in Canada. There were a few exceptions but overall I would say it was at least 25% more expensive in the U.S. I went to Topps Grocery store and Wal-Mart and walked all the aisles out of curiosity. In Canada I use a sale flyer app to know where the sales are and can eat quite economically, I think I would struggle with the same budget in the U.S.
