How To Turn On Announce Notifications On iPhone

Let's enable Siri to announce any new notifications like messages or from apps on your iPhone.

Note that speaking announcements only work if your iPhone is locked (screen is off). At least specifically for calendar events, if the screen is on, the banner will show up, and possibly a ping sound will be made, but no speaking announcements will be made.

My new iPhone has the volume for incoming messages WAY TOO LOW! Unless I am standing next to the phone, I cannot hear it.
Will you please tell me how to bring the volume up?
By the way, it has nothing to do with the up/down buttons on the left side.
