I think this scene was actually the very next time Billy and Max see each other following Billy's fight with Steve. The way Max looks at Billy with concern, she probably thought Billy would try to get some retribution. But seeing Billy's expression, he remembers his promise to Max about leaving her and her friends alone, and leaves.

everyone saying he’s proud of max but you can also see that he’s sad. it’s like he’s seeing that max is loved by her mother and hes not necessarily jealous just sad that things were different. he had a tough life and maybe things would be different if even one small thing had changed. it’s just sad to think about

I loved Billy he was a good guy even sacrificing himself to save El after he relised what he did while being "possessed". sadly he had such a broken soul with all the trauma he had:( he deserved better and so much love
