Bell's Reflex refers to the upward movement of the eyes when an attempt is made to close the eyes. The upward movement of the eye is a normal defense mechanism present in the majority of the population.

It basically helps protects the eyeball (especially the cornea) against sudden contact with a potentially harmful agent. For instance, when a person blinks or when the eye is threatened by any object, the eyeballs also roll up.
This helps to ensure that the majority of injuries will avoid the delicate cornea.
