I find it cool that they leave this ending up for interpretation. Jin could be struggling because either:
1- he killed Kazuya, his father, which Jun would not be pleased with.
Or
2- he didn't hit him, and is struggling because Jin is angry at himself for not getting revenge on the devil himself.

He can't kill due to the fact that he possess his mother blood/influence in him, this happen in again in Tekken 4's conclusion. Jinpaichi was an exception due to the fact Jinpachi didn't possess ful control of his actions and he even stated himself in most of the cutscenes before the final fight.

Nobody gonna address that it’s weird that Jin had any hate for Kazuya before Tekken 4 lol the game isn’t canon but Jin and Kazuya never met yet

Since jun is still alive and unconsciously reached out to her son in tekken 4 and 8 its clear that what is stopping jin is not guilt, its not even him losing control of the devil gene, its his mothers spirit stopping him from killing his father in cold blood since jun desires to save both of them
