Its evident embassies want to offer customers / tourists / visitors / travellers great services ---its even more evident all the above expect it, however, consulates often hire employees with very little understanding of the predicaments facing passengers, to some embassy staff -- everyone is suspect, moreovers some assumes personas of power or authority---once desperation is detected -- and as one last consolation -- intentionally take actions that provoke passengers into changing their minds for any available alternative methods.
