Each region should have a strong political party...then use those parties to negotiate with the party or coalition of parties that form the government. The regional parties should not be tribal, but should include a number of tribes from that particular region. From there may be Kenya will be able to evolve slowly to national parties, as its unique tribal democracy matures to ideology based politics. Parties with a national outlook are of course already ahead of the regional parties, if they can survive the regionalization of parties in Kenya.
