Shaykh ul-Islam Ibn Taymiyyah رحمه الله mentioned an important principle of Islam. He said: "The Arabic language is part of this religion, and learning it is obligatory and essential. Understanding the Qur’ān and the Sunnah is an obligation, and they cannot be understood except by understanding the Arabic language. Whatever it takes to complete an obligation is in itself an obligation." - [Iqtida’ al-Sirāt al-Mustaqeem 2/207]

So because seeking knowledge is obligatory, understanding the Quran and Sunnah is obligatory. And the Arabic language is necessary to do that, thus also becomes obligatory. Because anything which is necessary to fulfill an obligation, also becomes an obligation. And Allah knows best.
