Regrettably, the Serbs and the Albanians hate each other so much that a peaceful democracy will never exist in that area. Historically the only successful approach has been for a powerful authoritarian government (the Byzantine Empire, then the Ottoman Empire, then the Austrian-Hungarian Empire, then the Soviet Union) to govern the area with an iron fist.
