One of the reasons why the master chief gave him his respects is because he was doing his best against the flood and ended up exhausted, and this marine without having the upgrades of a spartan got further than anyone would have imagined.

Remember, in the lore Chief was actually getting tired by the end of the mission. And he's a Spartan-II. A MARINE made it to a point where one of the most well known SPARTANS (Chief is technically average for a two) was getting genuinely tired, and almost made it past there.
