If they can't say why, then the leadership needs to change so that someone is accountable. Throwing money at the problem is misguided. What they are doing is not working. They need to analyze the lack of success the qualitative indicators are showing. Passion is not paying off. Fact is, they have been and continue to fail. Question is how long are you willing to fail before you succeed?
