Your roadmap was very good but as for the resources, there's a course by Andrew Ng on Stanford Online (freely available on YouTube) and it covers Machine Learning using Python with all the necessary theory. As for the mathematical part, there's a video series by Derek Banas titled "Mathematics for Machine Learning" available on YouTube.
As someone somewhat into machine learning for some time, I wanted to know about the later stages like Natural Language Processing and Computer Vision and the prospects in both. You also forgot to mention the importance of OpenCV. You should have mentioned the importance of Data Visualization Libraries : Matplotlib, Seaborn and Bokeh as visualization and preprocessing is a major part of machine learning. Please make a video on the importance of project based learning and how to escape the tutorial hell.
