Personally, I'm skeptical about China potentially playing a major role in bringing about the technological singularity. There are cultural impediments. For a country that is not innately tied to any monotheistic religion, Chinese society is surprisingly conservative. The Chinese are averse to narcotic use. This is the legacy of 19th century imperialism. Also the CCP is, doctrinally, at least, anti-religion. All of these inhibitions do not bode well for Singularitarians.

Do you mean that the problem is that government is not specifically pro-religion, or just that they are not pro freedom of religion, and hence not sufficiently open and liberal overall? I can see how the latter could be a concern, not so much the former...
