When Colonial powers set the current boundaries of African countries some people found themselves in different countries. That’s why you find Tutsis and Hutus (Rwandophones) on both sides of the border between Rwanda and DRC.

In 1994 Extremists Hutus of Rwanda who had just committed the genocide against Tutsi in Rwanda fled to DRC after being defeated by Kagame’army (RPA/RPF).

Those Hutu Extremists (Later became FDLR) continued killing Congolese Tutsis. That’s how Congolese Tutsis fled to neighboring countries (Rwanda, UG, Burundi, TZ even in Kenya there are many of them)
M23 is fighting for their right to go back to their homeland instead DRC has joined forces with FDLR to fight its own citizens. And that implicates Rwandan government that sees FDLR as a threat especially when they are being armed by DRC forces.
