Elgin Pocket Watch Balance Not Turning - Roller Table Reposition and Staking Tool Set

I am repositioning a roller table on a Elgin keywind Pocket Watch - Model 1, made in 1885.
The balance on this pocket watch would not turn, so the watch would not run. I did a bit of troubleshooting and realized the roller table needed repositioning.
I got this watch on eBay for about $20 a few years ago, and all they said was it "needed repair".
There's a problem with the balance - I can't get the balance to turn and I've tried all kinds of things, but it it just doesn't want to turn. So I'm going to have to pull the balance bridge off of this watch and see if I can figure out what's going on with it.
The first thing I noticed when I took this balance bridge off was that roller jewel was in the wrong location. It was setting too far to the right. That roller jewel should be placed at RIGHT ANGLES to the balance arms. Somehow it's got shifted over.
So what we're going to do is take that roller table off and try to correct that problem.
I'm gonna get out my staking tool set after I take this balance apart and see what we can find out.
