The beeping in the beginning of the film represents fear and paranoia, as the United States was in fear of invasion from the communist threat of Russia during the Cold War, which the film is set in.

At the end of the film, we hear beeping again, but this time, now that everyone knows that the Giant is not a threat but a gentle hero, it represents peace and understanding.
