Lex Luthor is the human version of Superman. Sure he can't fly or shoot lasers out of his eyes but he has the natural ability to save countless lives. Even with his talents and genius, he was unable to rise above humanity's worst flaws.

The Writing of Lex Luther has changed over the years, however i feel the main self portrayal of him was that he only demanded the best of Humanity. Meaning he wanted to be best possible human being he could, and expected everyone else to either meet his superiority, or fall beneath him.The reason he hated( and was the best villain of ) Superman is because, superman wasn’t a man or at least wasn’t human. He was a super powered Alien. He not only saved the weak, he had every average human look weak, which infuriated lex to a point that made him extremely intelligent but mad with power.

Modern Medicine has its problems, but they wouldn't operate like this. Namely cause it'd be a PR disaster waiting to happen, plus some things are worth more than money, such as brand loyalty.
