I think the tax is based on the total gain not just withdrawals. The rule as I understand is to keep people from dumping stocks at the end of the year to avoid taxes.

Not true. As soon as you sell a security you’ve made a profit. You are subject to taxation. The only exception is a Roth IRA. Not financial advice.

Realized gains are taxed. Realized gains are from closed trades so even if it’s in your trading account you have to pay if you closed the trade and realize the gains
