If you read the script he wrote, it's pretty obvious why it didn't get made. It had the same "retro Halloween" vibe as HOUSE OF 1, 000 CORPSES, and the actual "Crow" element was minimal, which is why it made sense that they were interested in pursuing it as a stand-alone film.
