Russians actually never completely encircle an area, they always leave the door a bit opened to let them evacuate. They can do a lot of damage dt them during retreat. In the case of complete encirclement they would have to conduct clearing operation which could be quite costly for them because the enemy can be dug in and quite desperate. It is "cheaper" to let them retreat in disarray.
