Nice! I'm kind of annoyed that MS hasn't built this functionality into the "modern" page editing experience (it's existed in the "classic" experience since 2007). One word of warning, though: if you combine this with the new "collapsible section" feature, the link will only work if/when the section is expanded. Kind of limiting, but it is what it is. Also, I would recommend using a Quick links web part for the "page navigation" links. I mean, hyperlinks in a text web part certainly work, but I like the many style/format options the Quick links web part provides. It looks cleaner and more professional.
