In Chicago, depending on how old the building is wire mesh is used to hold plaster and stucco making units essentially faraday cages. He'll be lucky to get wifi and cell reception in each room.

27:23 - Personally I wouldn't assume a 9vac adapter outputting 12vac is a problem, especially if it's just an old unregulated, unrectified transformer style adapter rather than a more modern unit since the voltage on those older ones tends to be higher open circuit (no load) compared to when they're in use and the device it's plugged into is actually drawing power. I'd be more inclined to suspect a bad switch, fuse, or maybe internal voltage regulator.

Re Time Crisis 2 multiplayer, just some additional info on top of what was said, to help demystify the topic:
TC2 on PS2 supported several different mutliplayer modes, split screen, dual gun and link.
Split-screen has each player controlling their own character and expects both users to be aiming their guns at the same TV, with the gameplay split into two separate windows.
Dual gun has the player(s) controlling a single character, taking up the whole (single) TV screen but both light guns are active.
The final mode Link, requires two CRTs, two PS2s, two copies of Time Crisis 2, two light guns and an iLink cable (firewire). This mode puts two players in control of their own characters and gives them each an entire TV to use.
If you want to try Link today, you can pick up a generic 4 Pin to 4 Pin firewire cable. But both PS2s MUST be one of the early fats that has the iLink port on the front, next to the USB ports. (Note that if you're loading Time Crisis 2 from OPL, go to Game Settings and turn "Mode 1 (Accurate Reads)" on.)

My Panasonic 450 has been great for UHD and blu rays. Dirt cheap, great quality, Panasonic reliability and Dolby vision 🙌

Despite living in a dense high rise as a student, and I don't ever remember having signal issues when playing games using wireless controllers on my Switch.
