10. Disable Not Used Applications
11. Run sfc /scannow
12. Disable Antivirus
13. Reinstall Game
14. Reinstall Windows

Hello. I've fixed mine by going into steam users finding the folder with the cfg folder which says cs2_video.txt. Edited the resulution to 1920 x 1080. The ones you need to change are "setting.defaultres" to 1920 and "setting.defaultresheight" to 1080.
