I believe the reason it's like that is because the Bible speaks to you in what situation you're going through at the time you're reading it so yes you may find situation where it says look before you leap I'm in a situation where it says but don't hesitate before you leap. When I open the Bible randomly suggest start reading it automatically speaks about whatever I'm going through

I do think the Psalms give comfort and do call out for us to pray in times of trouble just as David did. I can tell you of many times God's hand of protection has been on me just as David. But Jesus did say we will experience trouble and God will use this for his purpose which is not being taught these days. Not my will but His will be done. Not always what we want to hear.

Satan used a verse from Psalm 91 to tempt Jesus. That tells me everything I need to know.Listen as how Jesus responded. What Satan said was scripture, but we should keep in mind the whole council of God.

IF you are under the cover of his wings, then you are separate from Him. Period.

1Kgs 11:4 For it came to pass, when Solomon was old, that his wives turned away his heart after other gods: and his heart was not perfect with the LORD his God, as was the heart of David his father.

See David and Solomon were not accepted by God. So many false teachers just read what they are told to read from schools that teach other than what is written. Stop falling for pastor pork chops or it is you who will suffer along with them in the burning lake of fire for all eternity. That time is come. It is harvest time right now!
